As part of its advocacy role the Regional Assembly aims to influence central government and the European Commission to ensure that policies reflect the interests and priorities of the South East region. This work includes preparing briefing notes on key issues, responding to consultation and lobbying on issues of particular importance. National Aggregates ConsultationIn June 2008 the Regional Assembly submitted its response to the consultation on draft revised national and regional guidelines for aggregates provision in England: 2005-2020. Sub-National Review of Economic Development and Regeneration (SNR)In June 2008 the Regional Assembly submitted its SNR consultation response opposing transfer of powers to the undemocratic RDA. The consultation draws in part on an opinion poll carried out by the Regional Assembly in Spring 2008 that asked who residents want to make regional decisions. Heathrow Airport ConsultationThe government consulted on options for expanding Heathrow for a three month period ending February 2008. The Regional Assembly responded to the consultation, and commissioned technical work to underpin its response (sent on 27 February). Having considered the evidence presented in support of the consultation on adding capacity at Heathrow Airport, the Regional Assembly has concluded that the Government has yet to prove that the proposal is consistent with its policies on sustainable economic growth. In line with the previous concerns expressed by the Assembly, it argues that it is premature for the Government to take a decision in principle to promote further expansion of Heathrow Airport until further consideration has been given to, and satisfactory solutions identified for, issues including those of emissions, noise and surface access concerns.
