Regional Emphasis 2004

For the 2004 Spending Review, each English region was asked by Government to submit a Regional Emphasis Document (RED) to identify areas of policy that need more emphasis and where funding could be delivered in a more efficient way. Government departments were required to take account of the RED when developing their Spending Review proposals. The South East RED was produced through co-ordinated input from the Regional Assembly, SEEDA and GOSE. The document describes the key challenges facing South East England and makes specific proposals for addressing them.
