Planning Gain Supplement: Consultation Response

At the June 2003 meeting of the Regional Planning Committee, and set against the background of a number of recent research reports on housing affordability, ‘Sustainable Communities’ and the emerging Regional Housing Strategy, members decided that they wished to set up a special group to inquire into aspects of affordable housing supply in the South East. Of particular interest was the potential role of the regional growth areas.

The terms of reference for the Review were as follows:

  1. To probe and debate the pattern of need for affordable housing in the region
  2. To consider the role of the regional Growth Areas in contributing to that need in respect of:

    •  the next five years
    •  longer-term.
  3. In that context, to review the spatial and financial distribution planned in the Regional Housing Strategy and the broader infrastructure needs across the region.
  4. To reach conclusions and make recommendations to the Regional Planning Committee, as appropriate.

A range of organisations with views on these issues submitted written evidence. They were also invited to attend a hearing which took place on Monday 1 December 2003 at the Institute of Materials, 1 Carlton House Terrace, London SW1. The hearing was open to members of the public.
