LDF ToolsThe Regional Assembly is producing a series of guides to help local authority planners in the South East incorporate the key elements of the South East Plan into their Local Development Frameworks (LDFs). The guides should assist in producing Development Plan Documents (DPDs) that conform generally to the South East Plan and that are sound, particularly in terms of their evidence base and deliverability. The guidance is primarily focused on the development of the LDF core strategy - the key plan within the LDF - and reflects the various stages of plan preparation so that it is possible for it to be used at any point in the process. South East Plan Supplementary Guidance Consultation
The approach seeks to simplify and update existing Government ELR guidance, while still retaining the vital components needed to produce sound, robust and credible evidence to inform core strategy preparation. The approach also draws on PPS12: Local Spatial Planning (June 2008) and emerging PPS4: Planning for Prosperous Economies (May 2009) to ensure ELR preparation meets Government's evidence base and soundness expectations. The regional ELR approach is being taken forward as Supplementary Guidance under Policy RE3 of the South East Plan. The consultation runs from Wednesday 1 July 2009 to Wednesday 12 August 2009. Links to Climate Change related SPDs Last update May 2009 Local Authority Carbon Trajectories ToolThe Partnership Board has produced a Local Authority Carbon Trajectory Tool to assist local authorities with predictions about their future carbon dioxide emissions. The Tool is based on the Regional Carbon Trajectories and is aligned with the DECC estimates of carbon dioxide emissions that will be used to monitor performance against National Indicator 186. The tool is relatively easy to use and there is a user manual to assist planners. Green Infrastructure FrameworkA group of Government agencies and voluntary organisations, including the South East England Partnership Board, has produced guidance to help local authorities incorporate the requirements of Policy CC8 (Green Infrastructure) in the South East Plan into their Local Development Frameworks. The guidance will help planners identify and deliver networks of parks and gardens, natural and semi-natural green space, green corridors, amenity green space, play areas, allotments, community gardens, cemeteries and churchyards. LDF Transport GuideThis guide was produced to help local authority planners in the South East incorporate the transport elements of the South East Plan into their Local Development Frameworks (LDFs). The guide should assist in producing Development Plan Documents (DPDs) that conform generally to the South East Plan and that are sound, particularly in terms of their evidence base and deliverability. The guidance is primarily focused on the development of the LDF core strategy - the key plan within the LDF - and reflects the various stages of plan preparation so that it is possible for it to be used at any point in the process. Emlpoyment Land Review GuideIn July 2008, an Interim Employment Land Review Note was produced, containing links to existing sources of regional evidence which can guide and inform employment land reviews and identifying examples of practice from around the region. Other GuidesOther guides prepared by other organisations relevant to the LDF delivery include: SEEDA advice noteSEEDA have prepared an advice note to assist local planning authorities and other interested parties deliver the Regional Economic Strategy and other SEEDA activities through their LDFs. This guide is available on the SEEDA website. LDF common issues workshopsThese small focused workshops, held by Paul Geehan of the South East District Councils, address common LDF and PPS12 issues arising across the region. The workshop group comprises representatives from the Assembly, GOSE, the Planning Inspectorate and one local authority representative from each of the region's county groupings. HousingUnlocking Affordable HousingThe Assembly held workshops on affordable housing delivery on Tuesday 24 February and Thursday 12 March 2009. The workshops, run with the help of the Three Dragons consultancy, on behalf of the Regional Housing Board looked at removing barriers to the delivery of affordable housing when preparing local development frameworks. Green Infrastructure workshopThe Assembly, along with Natural England, the Environment Agency, SEEDA, GOSE, the Forestry Commission, the Wildlife Trusts and Groundwork, jointly organised an event about green infrastructure on 30 January 2009 Regional Assembly formal opinions on conformity of local authorities' DPDsWhen a local authority submits a draft Development Plan Document (DPD) to Government, the Regional Assembly must provide a formal opinion on whether the DPD conforms with Regional Planning Guidance 9 and the draft South East Plan (legally these are known as the Regional Spatial Strategy). The Regional Assembly may also make representations on the content of DPDs, which will be considered by a planning inspector at an independent examination into the DPD. The guide can be used at any point in the planning process and will be periodically reviewed and updated to help planners stay abreast of new policy and guidance.
Within Government guidance parameters of encouraging better practice and reflecting local circumstances, the Partnership Board has developed a South East regional ELR approach for undertaking Employment Land Reviews.
