Regional Transport Priorities
| The Regional Assembly believes there should be a clear and logical method for making decisions on regional transport investment priorities. Transport priorities for our region are identified by the South East England Regional Transport Board (RTB). Chaired by the Regional Assembly, this is a partnership of regional organisations that advises Government on all aspects of delivery and implementation of transport projects. RTB priorities agreed by Government are contained in the Regional Transport Programme. This identifies 79 major transport projects scheduled to start during 2006-16. The RTB monitors and manages spending on the programme and reviews scheme delivery. Details of current priorities can be found in the South East Transport Fact Book. Refresh of Regional Transport Priorities 2008Following the publication of Government's Comprehensive Spending Review 2007 the programme has been extended from 2016 to 2018. As a result Government has asked the RTB to 'refresh' its advice on regional transport priorities for 2008-18. This is an opportunity for transport authorities to review their projects and propose new ones. The Assembly, on behalf of the RTB, will send a questionnaire to local authorities in early 2008 requesting updated information. The review is expected to be submitted to Government in summer 2008. The aim is to ensure that the regional transport programme is robust and deliverable within the Government's regional funding allocations. The RTB does not intend to fundamentally review the content of the regional programme. However, the order of delivery of some projects might change in light of the latest information on available resources and to get better alignment with available funding. Protocol for Significant Cost IncreaseTo manage schemes with significant cost increases the RTB uses a protocol which sets out a clear process to be followed. How we prioritiseFirst Stage - Development (study completed June 2004) - This study reviewed current practice in prioritisation in central Government and the transport sector (including methodologies used in other countries). It provided an evidence base used in commissioning the second stage study. The report made recommendations on developing a preferred methodology.

Second Stage - Application (study completed December 2004) - This report documents the work undertaken for the purpose of developing a practical methodology to prioritise transport improvements regionally. The methodology was developed using appraisal data from the Regional Transport Strategy (RTS) to ensure it is technically robust and fit for purpose. The study was not commissioned to provide a prioritised list of transport interventions for inclusion in the RTS. That work has been done to assist the RTB to produce the Regional Transport Programme.
