Road User Charging

Work has been undertaken on a regional strategic transport model to assist the Regional Assembly's understanding of the issues for South East England. The Regional Assembly believes that road charging is a national issue. Under no circumstances should this work be taken as the Regional Assembly promoting congestion charging, rather it is to enable the Assembly to take part in the national charging debate. Implementation of road charging is a decision for the Secretary of State. The report highlights the potential modelled impacts of charging implemented at the region, sub-regional and hub levels and tests both cordon and distance based charges. The modelling work is experimental and high level in nature, and serves to aid the debate on charging in South East England. The variations and level of charges are for modelling purposes only, and the modelling addresses only a limited number of charging options that may be possible.
