Regional Transport Strategy

The Regional Transport Strategy is a regional framework which will ensure that the investment programmes of local authorities, transport providers and other key stakeholders in the transport sector complement and support the wider regional objective of delivering a more sustainable pattern of development.

The latest version was published in July 2004. This document replaces Chapter 9 of the Government's Regional Planning Guidance for the South East (RPG9) published in March 2001. It is available in electronic form as part of the updated RPG9 on www.gose.gov.uk.

Regional Transport Strategy Consultation Draft
The Secretary of State approved new Regional Planning Guidance (RPG9) including the South East England region in March 2001.

Progress

Following consultation on the Secretary of State's proposed modifications between March and May 2004, the Government published the final strategy on 16 July 2004. It is available on the GOSE website.

Taking into consideration the responses received from consultation by the Regional Assembly in Summer 2002, the strategy was amended (published versions can be downloaded), and with the approval of the full Regional Assembly meeting, was passed to the Secretary of State for Transport for consideration on 20 January 2003. This was announced in a press release of 20 January 2003.

The Secretary of State then conducted a consultation on the proposed strategy between 20 January and 17 April 2003. The Assembly wrote to around 2000 key regional interests (the consultee letter contains more detail on the process) to invite comments on the proposal.

Following this the Secretary of State appointed an independent panel to conduct a public examination into the draft RTS. The panel was chaired by a member of the Planning Inspectorate, Corinne Swain. Issues raised by the consultation were taken into consideration by the public examination, held in Reading in July 2003. Further details of the public examination can be found on the GOSE website.

The Panel submitted their report and recommendations on the draft Strategy to Government in October 2003. Taking into account the views of the Panel, the Government consulted on its proposed modifications to the Strategy between March and May 2004.

The Regional Assembly formally consulted on the first draft of the strategy between June and September 2002. Over 300 responses were received from regional stakeholders in that time. A sustainability appraisal of the consultation draft was also undertaken and is available.

The draft strategies are available to download below. They are available in PDF format, or alternatively in RTF format with accompanying tables and maps.

Previously Published Versions

The Regional Assembly consulted on an earlier draft of the Regional Transport Strategy between 25 June and 18 September 2002.

These documents are now superseded by the versions produced in January 2003..
