Regional Planning Guidance

No Time To Waste

Regional Planning Guidance for the South East (RPG9) - Waste and Minerals was published in June 2006 and is available to download on the Government Office for the South East (GOSE) website.

Previously Proposed changes

The Regional Waste Management Strategy (Proposed alterations to Regional Planning Guidance, South East – Regional Waste Management Strategy) proposed a radical change in the way waste is managed in South East England. Currently, the South East region is managing over 29 million tonnes of waste, of which around four million tonnes is being imported into region mainly from London.

The Secretary of State's Proposed Changes to Minerals and Waste Policies in current RPG9 were published on 19 August 2005. Related documents are available for downloading from the GOSE website.

The Proposed Changes were subject to a public consultation period that ended on 11 November 2005. Following this consultation, the Secretary of State considered the responses and published the final version.

Earlier draft strategy

The Regional Assembly prepared the draft strategy, taking into consideration the responses received from consultation by the Regional Assembly in spring 2003, and with the approval of the full Assembly meeting, it was passed to the Deputy Prime Minister for consideration on 1 March 2004. This was announced in a news release of 1 March 2004.

Following consultation, the draft Proposed Alterations to RPG9 for waste were tested at a public examination in October 2004. The independent Panel published its report for the First Secretary of State on 20 December. The report is available on the Government Office for the South East's (GOSE) website. The Secretary of State will consider the report and intends to publish his proposed changes to RPG9 in 2005. These will then be subject to further consultation, managed by GOSE, prior to final approval and publication of the changes to RPG9, expected in late 2005.

A sustainability appraisal of the consultation draft was also undertaken and is available. Over 1,000 responses were received from regional stakeholders in that time.
