Technical NotesA small number of technical notes were produced as background information for the Assembly's own consultation in early 2005. These have been reviewed and updated to provide background information for the draft plan submitted to Government in March 2006.

Sustainability Appraisal Background InformationThe sustainability appraisal non-technical summary is one of the Plan's six main documents. The full appraisal report and all supporting annexes are on our sustainability page. Previous versions of the appraisal can also be found on this page. Climate Change Mitigation and Adaptation Implemention PlanPolicy CC2 of the draft Plan addresses climate change, promoting measures to mitigate and adapt to its predicted effects. The draft Plan sets out a commitment to develop and maintain an Implementation Plan to support this policy. A Climate Change Mitigation and Adaptation Implementation Plan has been prepared on behalf of the Assembly by independent consultants. While it does not necessarily represent Assembly policy, it offers practical advice illustrated, where possible, with examples of good practice. The development of the Implementation Plan is part of the Assembly's contribution to the ESPACE Interreg IIIB project (European Spatial Planning Adapting to Climate Events) and we gratefully acknowledge the support received from the project. Committee and Decision-Making Audit TrailFor those interested in the decision-making process over the past two years, all the papers and reports considered at our Planning Committees, Executive Committees and Full Assembly meetings can be found in the committees and meetings section listed under each type of meeting. Project PlanThe project plan for preparing the South East Plan was produced in August 2005. Communications StrategyCentral to the South East Plan preparation process has been the way in which the Assembly communicated the Plan and engaged audiences throughout the region during the consultation process. In line with Planning Policy Statement 11 (PPS11) the Assembly produced its first statement of public participation in October 2004. This was updated in spring 2005: Also included here is a copy of the Assembly's communications and engagement strategy setting out how it reached its target audiences. Appropriate Assessment of the draft South East PlanAn Appropriate Assessment is a requirement of the European Habitats Directive. Its purpose is to assess the impacts of the plans and projects on internationally designated nature conservation sites. The Assembly engaged consultants Scott Wilson and Levett-Therivel to undertake work on the Appropriate Assessment of the draft South East Plan. The consultants' report is available below. The report was produced to inform the Panel's consideration of the South East Plan at the Examination in Public (EiP), and relates solely to the content, policies and levels of development set out in the draft Plan. The final responsibility for undertaking the Appropriate Assessment on the South East Plan lies with the Government. An Appropriate Assessment has also been undertaken of the draft Implementation Plan (October 2006). This should be read alongside the main Appropriate Assessment on the South East Plan. A summary of the process and methodology used in the Appropriate Assessment is available below. |
