The Assembly submitted the draft South East Plan to Government on 31 March 2006. The Plan comprises six documents:

These documents are available to download free of charge on this page. Hard copies and CD-ROMs are also available for purchase. Hard copies cost £35 and CD-ROMs £10. Please contact the Assembly Secretariat on 01483 555200 to purchase a copy.

Huge amounts of work have gone into preparing the Plan. Research documents can be viewed on this website, along with our work on sustainability, infrastructure, public consultation and contributions from sub-regions. Additional background information is also available.

Draft South East Plan - Executive Summary

This is a summary of the core document and sets out our vision and the strategy for the region. It also gives a brief summary of the key policy issues and the sub-regional strategies. It provides an 'at-a-glance' guide to the Plan and what the Assembly is seeking to deliver up to 2026.

Draft South East Plan - Core Document

The core document outlines the regional strategy, scales of change, broad locations for development and policies for our region. It also includes strategies for each of the nine sub-regions and Isle of Wight Special Policy Area. As it is a very large document we have broken it down into individual sections making it easier to download.

Alternatively a compressed version (72MB) of the whole document can be downloaded. As this is a very large document you will need a fast internet connection to download it.

Challenges - covers the Plan's overall task, including issues, challenges, cross-cutting themes, parameters and principles.

Context - sets the Plan's context in terms of international, national and intra-regional relationships. It also explains the Plan’s urban focus and the links to the Integrated Regional Framework.

Strategy Options and Sustainability - covers the Plan's Vision and Core Strategy and explains the development of the spatial strategy and the sub-regions. It also explains the Sustainability Appraisal process.

Section D - The Regional Policy Framework is structured into two sections. The first part (D1) consists of those policies that cover themes that apply to all aspects of the Plan, within the framework of the overall vision and core strategy. They can therefore be described as 'cross-cutting'.

The second section (D2-D11) sets out the policies for specific topic areas. In both cases, the policies will also be supported by statements on indicators and implementation.

Section E - Sub-regional Policy Framework, the South East is a varied region so it is not adequate simply to adopt policies covering the whole region. The Plan therefore proposes a set of nine sub-regions where the majority of development will be concentrated. Each sub-region has distinctive issues that need to be addressed and the Plan sets out strategies for each area. Sub-regional strategies have been developed jointly with the South East's principal planning authorities (counties and unitaries). The Isle of Wight has also been designated a special policy area.

Draft South East Plan - Monitoring Framework

The monitoring framework sets out how we propose to monitor the Plan's progress and lists indicators. The framework should help inform decisions regarding actions that may be required to review the Plan's policies in the future or associated ways of implementation and delivery.

Draft South East Plan - Implementation Plan

The Implementation Plan is an integral element of the draft South East Plan and is, in effect, a business plan for the South East. It identifies what needs to happen, when it needs to happen and who needs to take action. A refined and enhanced version of the Implementation Plan was submitted by the Regional Assembly prior to the Examination in Public. A separate Climate Change Mitigation and Adaptation Implementation Plan has also been produced as part of our supporting information for the Plan.

The Assembly has a broad definition of 'stakeholder' and this section outlines the significant efforts made to ensure involvement in development of the South East Plan prior to its submission to Government.

Part 4 - Regional Consultation Overview
Regional consultation took place over two years. This section sets out the key milestones in gathering responses and also gives a summary of media and public interest in the consultation.

Submission Letter and Reply from GOSE

The Assembly has submitted a letter to the Government alongside the draft Plan outlining a number of issues, including its proposals for handling Structure Plans and how each partial review of Regional Planning Guidance 9 (RPG9) has been included in the draft plan. Public Inspection Copies of the South East Plan

Copies of the draft South East Plan are available for public inspection at the Assembly's office during normal working hours. The Assembly's office hours are 09.00-17.30 Monday-Thursday and 09.00-17.00 Friday. Please contact the Secretariat on 01483 555200 if you would like to make an appointment to come to view the plan.

The Plan is also available for inspection at all reference libraries and local authorities within the region.
