Partial ReviewPartial Review of the South East Plan: Revised Apportionment of Primary Land-won AggregatesA reliable supply of minerals for construction is essential for the economy, and for building the homes and infrastructure that we all need. It is important that sufficient provision is made through the planning system, taking into account the environmental effects of extraction and distribution. Adopted Regional Planning Guidance, and the draft South East Plan , set out the amount of land-won aggregates that the South East region will plan to provide over the next 20 years, apportioned by Minerals Planning Authority area. The Regional Assembly is reviewing the policy in RPG9 and the draft South East Plan that splits provision of land-won aggregates into sub-regional allocations for each Minerals Planning Authority area (generally county or unitary council areas). We would very much like to hear your views on the options put forward in our consultation document. We intend to gain agreement on a preferred option which we will then use to revise the allocation in the policy. We hope to submit our proposals for an amended policy to government by the end of 2008. For further information, please see the minerals page on our main website. The need for a review was identified by the independent panel that oversaw the Examination in Public of the changes to RPG9 in 2004. It recommended that the review is based on a methodology that takes account of a range of factors, such as the need to protect the environment and reduce the need for long distance transport. As part of work to inform the sub-regional apportionment for aggregates provision within the South East Region, the Regional Assembly commissioned the British Geological Survey (BGS) to carry out a study to review minerals supply and demand, including estimating volumes of aggregate resources and calculating areas of other selected mineral resources. The Assembly consulted on the following documents that will inform the next stage of the partial minerals review process:
