Implementation Plan

Draft South East Plan revised Implementation Plan

The Assembly stresses in the South East Plan that new infrastructure must support new development. This is outlined in detail in an Implementation Plan, which identifies infrastructure requirements for the next 20 years.

The Assembly will continue its work on highlighting the need to improve infrastructure and identify how to deliver and fund those improvements.

The Regional Planning Committee on 27 September 2006 and the Executive Committee on 20 October 2006 agreed an updated Implementation Plan - Delivering the South East Plan - for submission to the Panel conducting the Examination in Public of the South East Plan.

The updated Implementation Plan (which supersedes that published in March 2006) was submitted to the Panel on Monday 9 October (NB: This version includes a number of changes from the version presented to the Assembly's Infrastructure Summit - see below - reflecting decisions made by the two Committees.) It will form the basis of the Assembly's evidence at the EiP on issues relating to implementation and infrastructure.

A technical report setting out the assumptions and methodology employed to develop estimates of local infrastructure costs for the revised Implementation Plan was submitted to the Panel on 19 October.

The updated Implementation Plan has been informed by extensive work with sub-regional partners and other stakeholders over the summer and will form the basis of the Assembly's evidence to the EiP on matters relating to implementation and infrastructure delivery.

Sustainability Appraisal

A key recommendation of the Sustainability Appraisal (SA) of the draft South East Plan was that an independent SA of the draft Implementation Plan (March 2006) should be undertaken. This was completed in August 2006. This SA has informed the further development of "Delivering the South East Plan" (the revised Implementation Plan - October 2006). This revised Implementation Plan has also been appraised. An audit of how the recommendations arising from the SA of the original Implementation Plan have been incorporated into this revised Plan is included below as annex B.

Infrastructure Summit

The Assembly hosted a Regional Infrastructure Summit on 29 September 2006 at Reading Town Hall to share progress on delivering the South East Plan with members and regional stakeholders in advance of November's Examination in Public on the South East Plan.

Around 150 participants included councillors and senior representatives from local authorities, business, voluntary sector and delivery agencies.
