Monitoring

Monitoring is an essential aspect of the implementation and review of regional planning policy.

Progress towards targets set out in policy documents is monitored through the collection of a set of data relating to specifically designed indicators that measure the ‘state’ of the region. The results of this monitoring are published annually in our Regional Monitoring Report which is available as a pdf download:

The report is presented to the Assembly’s Regional Planning Committee, which considers any changes to current planning guidance (in future the South East Plan) that may need to be made.

Planning Policy Statement 11 (PPS11) requires an annual monitoring report to be submitted to the Secretary of State by 28 February each year.

The Act makes it clear that the main purpose of the Annual Monitoring report is to consider whether implementation of the Regional Spatial Strategy (in our case the South East Plan) is being achieved in line with its purposes.

Monitoring currently reviews the implementation of Regional Planning Guidance 9. It also covers the Sustainable Development Framework, which provides the high level sustainable development vision for the region and therefore the framework for all regional strategies, including regional planning guidance.

Future monitoring reports will adjust to relate to the new South East Plan and the Integrated Regional Framework. The Framework was published on 28 June 2004, to coincide with the launch of consultation on a national Integrated Framework.
